1.  restructure every mortgage to a 30-year fixed rate at 5% -- (easy now that the federal govt owns Fannie and Freddie)

2.  give each US citizen $1 million each  (approximately 300 million of us = $300 billion total cost, rather than $700 billion)

This way, we the people get bailed out, rather than the banks. 

 Here's another groovy bailout option.
