Billy Channels Parking Meters?

My Space, My Rules

Park in the bushes, park in the yard,
park on your doorstep,
it's your house, your car
but when you park downtown
you park as I say.
Feed me your change
and have a nice day.

Could it really be true that Billy has the power of ESP and is able to channel poetry written by parking meters? Or is he off his medication again?
